Implement a sort of "license to kill" that can either be bought or built via strontium-90. Getting one of these allows you to attack any other holder of a license, and may allow some other players to attack you depending on danger factor, war, ect. License holders may fight in any system that is not protected, including EF layer. Any players who don't hold a liscense will be limited to fight only in wartime conditions. A license is an item that once used, lasts an entire universe.

I'm for this optional type PVP and it would bring back PVP for those who want to do it in layers we traditionally associated with the "golden era" of SS.
