Engine skill allows you to use Engines of a given tech level. It costs Skill points equal to the desired level plus one. ([wanted level]+1)

Galaxies with high levels in Current Universe
These locations are Universe Sensitive. The Universe is randomized every 3-4 months, and locations that are not listed above must be scouted out and found. All AI bases in the Earthforce Layer of the Universe have a random assortment of skills, If one of these locations is incorrect or from a previous universe, please edit it out and remove it.
