You can get up to level 2 by completing the missions at a AI controlled [[space station]] in [[The Nexus]] called the Cadet Academy. Levels beyond 2 are obtained by completing missions [[The Acropolis]].
 

For example, a ship with one augmenter equipped to grant +56% to some statistic would receive the following bonus, as a function of the player's level of Augmenter Tweaking, labeled AT.
